Moving temp files for Chome

I know about this method for moving temp files to another disk or location for Chrome.

--user-data-dir=d:\somewhere\chromeProfile

However it will not "roam" with you. For example you press a link and it will still automatically open the "old" location. You have to open the browser from the shortcut you create with the " --user-data-dir=d:\somewhere\chromeProfile" method

Does anyone know how to move the temp files for Chrome (like you can in IE) and have it roam with you? Thanks

I have a feeling it may be done through the advanced system settings / user profiles but I really don't understand that. If that's the answer, please explain how I would do it.
