outlook folder sync problems

I recently installed office 2013 and for the first week or so it worked perfect. I did not change a thing and now one of my 2 accounts takes forever to synchronize that account's folder and the send/receive bar stays right near 100% for about a minute and if i look at the details it shows it's syncing folders even tho the sync bar has disappeared the the downloading bar remains at about 98% I usually get mail and all, but sometimes it gets worse than others.

Now heres what I did when i installed it, and It may be why. I created a folder called main inbox and created the same rule for both accounts, that being to put any mail that arrives into the main inbox. It works, and the reason ni don't think thats it is it worked fine at first and about a week later this mess started. I deleted the main inbox from that accounts web mail page and tried it and it gave me an error of course saying cannot put mail in main inbox which when deleted from the ebmail also deleted from outlook. But the sync bug was still happening. Tho maybe after deleting the folder it still happened because the rules were still there, i dunno. Anyways, since doing that i created the main inbox folder on the web page and now it shows in outlook again but the rules are not working. Maybe i need to delete them and redo them. PITA !
Anyways, is there a better way to do this? Maybe create a folder called main inbox that's only LOCAL? Is that possible? If so, how? I can't figure out a way to do it so it's seperate from either account, which is why i added to to one of them. If i could create a folder not attached to either account i think that would work better, but i can't figure out how.

EDIT: I just thought to delete the main box again and this time also delete the rules and make a new one that tells one account to put it's mail into the other account's inbox. This seems like a simpler better way to do it. But still that account has issues syncing folders even with main inbox no longer in existance. So it appears it just has issues syncing that accounts folders. The question tho is now ahy? Why did it NOT do this for the first week i used it but now does?
