IE 11 "preparing to install" pops up quickly and disappears

When I am clicking on a new e-mail, or when I open a new tab window for another internet site, etc., I qet a quickly seen "preparing to install" but it is gone as quickly so I cannot read the full pop up. I have looked online but do not see a fix for this that has worked. I have IE 11. I did have to uninstall and reinstall my HP printer a few days ago. I can't think of anything else that was done to change my computer. I have Windows set to install only important updates. I have Norton 360 as my antivirus software.

I am not sure. I want to say 9, but I could have upgraded to 10. Seems like I heard discontent with the last couple of versions and might have not upgraded. BTW, I did open the reliability monitor and have a look. I also did some other looking at the System File Checker (SFC.exe) and it came up "Windows Resource Protection did not find any integrity violations."

Power off/ Shut down the machine possibly some updates need to boot to fully install ?
