For me. it seems to open in a new window if the current window is busy. I'm not sure how to change that other than to wait. If you do get a new window, you should be able to drag/drop it to join another window as a tab.

    Hi,
Internet options/ General section/ Tabs button/ On the second from the bottom Check Always open popups in a new tab,
Bottom section Open in the current window,
Taking the choice away from Internet explorer might help,
    Cheers.

There is also a difference observed based on how the first (main?) IE window is opened. If it was opened by a pinned shortcut* then it might not be possible to get a shortcut of any type to open a tab into that first window. Opening another pinned shortcut opens a new windows.

*in this case, I'm calling the shortcut pinned if it was created by dragging the URL to the desktop or other folder.

"Normal shortcuts" (created via right click > new > shortcut) behave differently. They can be used to create a main window and then add tabs to it.

You can open your shortcuts in notepad (or the like) to see the "pinned" vs. "normal" differences.

Yes I have noticed this using the start menu pinned items,
I suppose this is why I don't use them
Even center clicking on the items doesn't seem to work I don't believe I haven't tested though,
I prefer to use Favorites inside the browser where center clicking does work which opens everything in a new tab in the same window,
    Cheers.
