I would roll back to ie10,
Wondering what you had at 3/17/14 ?
But none the less,
Roll back to ie10 and load the KB2909210 if it still shows up,
Then check for updates,
Load Only the Important ones,
After installing what ever pops up,
Shut your machine down,
Restart,
Test the issue using ie10,

Recommend installing one update at a time to try and narrow down the cause. If you get all three installed and the issue doesn't re-occur, then it's IE 11 and WU combination. If one of the updates causes the issue - back it off and go to the next one.
I believe that everything is now OK I did as suggested and updated the IE 11 updates, one by one.
I suspect that the last time I did a restore, that the program that caused most of the grief was reloaded before I did the updates. (probably the key scrambler).

I've actually had allot of luck with this,
Fix problems that programs cannot be installed or uninstalled
Download the tool,
Use the having issues with uninstalling programs,
The tool will search for remnants and show you a list,
If you see a program you know you uninstalled click and uninstall,
System restore does leave a machine confused,
Always a pleasure and come back anytime
