how to download webpages at adsl speeds?

I currently have 4MB/s ADSL but loading website pages happens at 15Kb/s, obviously there is a lot of throttling going on. How can I disable this throttling?

    Try power cycling everything.
Power off the PC, router, and modem.

Power back up in this sequence allowing each to fully boot before going ahead.
    Modem
    Router
    PC

It may help but it may be your ISP has something to do with it.

Confirm it's ALL websites? What does Speedtest say?

A lot will depend upon how many Servers the data stream is flowing through to get to you. The fastest will always be your ISPs first page. Any succeeding page will be a bit slower, sometimes may not even be on the same Server. Then there's always the loading of graphics and advertising that slows things down. Downloading large files starts fast but tends to slow down over time. I have 1.5Mbps Wireless DSL and sometimes get files at over 100Kbps and other times down to 15Kbps.

    Thank your for your replies.
    Speedtest.net said I have a 3.6MB/s speed

Obviously the servers that provide us with webpages do have some throttling going on so that one person does not use up all the server's bandwidth

You can also benchmark all available DNS servers, and pick the fastest/most reliable

The GRC DNS Benchmark works well, I've used it before.
