Firefox Browser scrolls by itself automatically

I came across this issue on multiple of my machines. usually reading webpage which is fairly long so have to scroll multiple times to get to bottom. I would scroll down and stop where I want it to stop, when it gets there, it will move either a bit up, or a bit down by itself and that frustrates me.

I think problem resides in firefox and not other browser but I could be wrong.

Ive found a solution which may or may not work but so far it's been pretty good. start -> search -> type in mouse. go to pointer options tab and uncheck the box which says "enhance pointer precision" and seems to do the trick.

FF is my main browser and I haven't seen this behavior.
I was curious so I checked some settings...
I have "enhance pointer precision" enabled.
In FF Options I have these options disabled:
    - Use autoscrolling
    - Use smooth scrolling

Maybe FF autoscrolling with the enhanced precision can cause this ???
Also, I normally scroll using the Mouse wheel.

Here all this time I thought it was just how I was scrolling. I didn't know it was an actual Firefox issue.

@DavidW7ncus I tried disabling those two settings in firefox but it still does it, move by itself either scrolling up or down in a webpage or scrolling left/right in multiple tabs under firefox/IE

I have confirmed it now disabling precision in mouse settings stopped this little issue of browser jumping up/down on it's own. for people out there if it works for you, great! but sadly for me I need it to game.. unless I can input a shortcut of some sort to toggle it on/off.. and I do not know how to do that.
