IE 11 Temporary Internet File corrupted and cannot fix

Hello, I've been going bonkers over the past few days. I did a successful cloning of my HDs to SSDs. But for some reason IE 11 and Outlook 2010 are having issues - everything else is good to go.

I cannot link the IE temporary internet file folder. I have:
1) deleted the folder via another admin login, and restart Win
2) reset all IE config settings
3) Check disk, sfc, you name it, I've done it
4) Searched the internet for solutions, but have yet to find any consistent help.

Of course, I've tried to move the folder:

I can't download any files using IE 11. Also, this is affecting my ability to see images in Outlook 2010 mail.
There have been some references to the 8and 8 error, but I'm unable to make sense of it.

Can someone help a poor guy out. Thanks so much!

Hi Thrash! I used Acronis True Image. My HDDs were 512 GB and so are the SDDs. I had no issues doing the cloning, Windows 7 booted up fine. The increase in speed is breathtaking. I've seen no other bugaboos except this one.

I'm running IE 11, so I'm hesitant in using anything other than fixes for that version. But thanks just the same.

Hi,
The version shouldn't matter but I understand there are allot more features added from the last version listed on the link being ie9,
But you can also uninstall all the way back to ie9 if it would make more sense which after looking at it again rolling back might be a better option,

You can try this one instead first ?

Fix Internet Explorer did not solve anything. I'm going to create a new user and see what happens.

Ugh, didn't work. Also, I have to log in every time. This is not acceptable.
Should I contact MS and pay them to help me? Doing a Restore to Windows would be a royal pain just to fix this one issue. There has got to be a way.

That's one option,
I might suggest a repair install to get back the folders that were not cloned properly ?
