When you say "block the use of IE and firefox but to a standard user" do you mean that you want to block access to IE and FF to everyone, but your User Account? If that's true and you have Windows Pro maybe Group Policy Editor would be what you need.

These two may work for you:
Local Group Policies - Apply to All Users Except Administrators
Or: Group Policy - Apply to a Specific User or Group

This may also help: User Accounts - Add or Remove from Groups

Check the bottom of each tutorial at Related Tutorials there may be something else there that may work.
