Hi,
Set home page,
http://windows.microsoft.com/en-US/internet-explorer/change-home-page#ie=ie-10-win-7

Right click your desktop shortcut or Taskbar pinned shortcut and click on Delete or Unpin this program,

Open your browser which you didn't say which one your using
Anyway click Start and all programs,
Click on the browser and open, or right click and send to/ desktop create shortcut.

If still no joy,

Reset Firefox,

See a tutorial here to Reset Internet explorer,

After Resetting ie9 or 10,
I would add this to the tutorials process
Reset process first opening Internet explorer
