When saving to favorites FSC starts

Hope someone can help me out here..
This is a two fold problem I think..
The first problem I had with WIN7 locking up and then when I rebooted I got a Black Screen of Death. JUst a black screen with a cursor. Could only get to safe mode with cmd prompt to get explorer.exe back. Looked at registry and everything was okay and with running sfc/ scannow. So I thought I'd just get a new HD load windows 7 again. I had disconnected all my other drives during the reinstallation and when I had reconnected my last drive which had all my games on the BLackSOD came back. So I have disconnected that and moved on.
    Now the problem
When I am using IE11 and I go to save a new website I get this..
Please wait while Windows configures FSC, then I get a new popup saying its from FSC with the following message
Out of disk space - Volume 'K'; required space: 152,058 KB; available space: 0KB. Free some disk space and retry.
Well 'K' is the drive I removed and is not in my system and I have never had IE point to it. So how do I get rid of this or fix it.

    Thanks
    Les

Forgot to mention this is on the original HD that had my OS on it. If I use the new load I don't have this problem.

    New update,
This FSC thing pops up even when I select a url already in my favorites.
I have no idea what it is but it is very annoying.
