IE security settings changing, not allowing file download

There are two people, both running Win7prox64. We run Symantec, as an antivirus.

Every few days, when they attempt to download a file from the web, they get the "your security settings do not allow download of this file". I then either completely reset the IE settings or enable file download (which is set to enable by default). What would cause the IE (10 &11) settings to keep reverting back to "disable" file download? Could It be something in Symantec settings causing this? Scans have been done and no malware or virus were found.

I have been having the same problem with file download automatically converting back to disable daily if not more frequently despite selecting enable on repeated occasions.

Hi and welcome to SevenForums middleway,
Norton is finicky I'm not all that versed in group policy although group policy is not available in Home premium it is in Pro version of win-7 I'd say it was partly possible an issue ?

You can as a test if you willing to disable download manager which should not be done by the way
Use another a-v and test Norton has a long record of blocking user interface in ie9-10-11 I'm sure is no different
I personally use MSE and Malwarebytes pro lifetime license for additional security
But you can try Panda antivirus/ ...
Just be sure to fully remove Norton properly and completely,

Ever since the 11/12/14 Patch Tuesday updates, several of the advanced internet options for IE11 have been getting randomly changed by the system. An example I see is the "disable javascript debugging" options. Windows seems to randomly enable this for IE and sometimes for other browsers. I change them to disable and some time later, they get enabled. Sometimes one, sometimes both. I have no idea why. Windows was also altering the amount of storage for temporary internet files and the number of days to store browsing history. After this week's update these two areas have remained unchanged for my settings.
