No. IE8 comes from the built up to Win 7; in fact Win 7 is shipped with IE8 except in the EU where Microsoft has been banned from including it in a Retail Box. Microsoft had to put in a choice screen showing all the available web browser, so as to give those living in the EU a chance to choose a browser. A browser that would be more pleasing to an EU Win 7 user.
Also, if you do not want to have IE8 as your main browser you can disable it from "Programs and Features." Whoever said it doesn't come with IE8, and/or doesn't allow you to use it, needs to lay off the drugs.
