Is Windows Live Mail any more or less secure than third party email programs than Outlook Express was, or any other third party email program.

I would say Windows Live Mail is more secure than Outlook Express only because it has a built-in spam filter that works quite well.
That said, e-mail is pretty secure until you click on something. When you open an attachment, or go to a link, all kinds of bad things can happen.
I've seen some pro and con arguements about filtering e-mail as it arrives, looking for bad attachments, links, etc.
The arguements against that approach are that it takes time, has false positives, and that any attachment cannot do any harm until it is executed.
The arguements for the scanning approach are that it catches stuff before you are tempted to open them, or do so accidentially.
