This is a virus, usually from visiting certain Chinese sites
From the Singapore Hardware Zone, this solution may work

1)delete the IE short cut on ur desktop or whereever

2)go to ur IE installation folder eg:C:\Program Files (x86)\Internet Explorer
    3)look for the file iexploere.exe or explorer.exe.
4)double click it and IE should open.check if the default link is the one u encounter or not. if not proceed to next step. if still that cn website. uninstall ur IE and u can stop reading now.

5)right click and send to desktop to create new short cut.

if u are using chrome and firefox. reinstall them and delete the short cut on the desktop will solve the problem.

what the software did was to replace ur browser shortcut with their their browser shortcut to fool u that the browser u are using is IE /chrome/firefox

But I tried uninstalling chrome but didn't work and its not that website is replacing the link its that it pops up another google chrome named in Chinese character and bring you to hao.360.cn it's not that it replaces the original chrome shortcut it's just keep pop up on my desktop when I delete still pop up and the hao.360.cn website shortcuts icon it's like google chrome so it's like i have an two google chrome in my desktop its like the first is the real chrome and the second one is an fake version of google chrome with chrome's icon and brings you to the hao.360.cn website

Review Jacee’s instructions to run Adwcleaner here post #7,
Ignore the title of the thread,

Screen shot of the download button to use for Adwcleaner
You can use these free tools to see if they find anything,
Manually Update them before running full scans,
Try not to use your computer while the scans are running, (one at a time of course).
See this tutorial on how to download and run Malwarebytes,
    https://www.sevenforums.com/tutorials/338716-malwarebytes-anti-malware-free.html
Also use the Custom scan option not the Threat scan,

Please Do Not clean/ Delete or Remove Any detections before posting the scan results first before review especially Malwarebytes,

SAS is safe to remove anything it finds

This one is the longest up to 4 hours, the others are only about 45 minutes,
