Windows 7: IE11 will not download any files

IE11 will not download any files

When I try and download a file in IE11 is goes to do the security scan and then is says FILE can not be downloaded and will not DL the file ... however if I use Firefox the file downloads with no issues ...

I have tried NUMEROUS things suggested online and nothing has fixed the issue ... I have had this issue for at least 6 months now ... any help PLEASE its got me stumped and CRAZY !!!

Hi and welcome to SevenForums,
Use Clean boot,

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,
