Ok, I can drag and drop things into the favorites bar. And Organize Favorites works too. And there are a few websites that logout works on. Windows 7 Forum and a Motorcycle website right now are two that logout don't work.

Thanks for checking drag/drop. Folder file permissions are probably ok.

Within IE11, when you click on the Favorites star, the Favorites Center should fly out from the right side of IE. That Favorites Center has a button named Add to Favorites. When I click on Add to Favorites, I see a window popup that lets me add (create) a new favorite. In your original post, you seem to be saying that this popup window never appears. Is that correct?

Pressing Ctrl+D while in IE should also produce this popup. Does it for you?

What antivirus app is installed? Any other security apps?

Can you add favorites if you open IE without any add-ons?

Code:
"C:\Program Files\Internet Explorer\iexplore.exe" -extoff

I have the star upper right side and when I click on it, the Favorites menu opens up with my favorites. It too has an "Add to Favorites" button. I was initially talking about the Favorites in the upper left side just under the back arrow that I have File Edit View Favorites Tools Help. However, neither "Add to Favorites" work. There is no pop up with the website name and a choice of what favorite folder to put it in.

I tried running with no add-ons and that didn't help either.

I am using Kaspersky Internet Security software with the update for windows 10.

And pressing Ctrl+D while in IE does not produce a pop up window either.

I recently learned that the box created by clicking on that star is called the Favorites Center.
:::useless trivia:::

I used Process Monitor to see some of what happens when I made that Add Favorites popup happen.

Sadly, I saw nothing that helps us here.

Grasping at straws:
Use Windows (file) Explorer to...
...copy/paste all of your favorites to a safe location
...delete your favorites from the Favorites folder.
(Leave the sub-folder named favorites bar or links.)

See if that lets you create the pop-up.

If that fails, delete the contents of this folder...
C:\Users\username\AppData\Local\Microsoft\Windows\Caches
...and try for the popup again.

I tried those suggestions and sadly no help. But I want to thank you for all your work trying to help me. I am just going to live with it. It is one of those minor things I can work around no problem. I have all my data I want to keep backed up and lost just the last 4 months of stuff I was keeping in my email storage folders.

One strange thing I noticed today is when I expanded the tree in windows explorer there were a lot of duplicate folders files. I think a lot of the stuff was from me going from Windows Essentials 2011 to Windows Essentials 2012. I deleted a bunch of those folders and sure enough computer was acting weird and still didn't fix my "add to favorites" problem. So I did a restore to my saved restore point I did yesterday and all is fine.

I think at this point I have nothing to lose and I'm going to try windows 10 again and just learn it.

Thanks again for all your help.

Hi,
One thing you might try,
Click Start and your user name near the top under your user image,
Open the favorites folder,
Click on New folder
Name it what ever you like test..
Then close and restart your machine

Restart and test to try and save to the new folder from either add to favorites location.
Browse to the folder you created.

Last resort would be create a new administrator user account and test.

Ok, I'm back. Windows 10 just has way too much junk to be worth it to me. All though the "add to favorites" and the "logout" issues were fixed, it was just wasn't worth it. I am back to Windows 7 SP1 x64 using IE11 with the about issues back.

Soooo, if anyone has more info to help it would greatly be appreciated.

And since it was quite a battle to get IE 11 installed back to my computer the suggestion of using "reset" in internet options is a little scary so I need a few more instruction on how to put things back after the reset, that would be helpful.

Hi,
Well settings should be on default except for your preference for a home page and possibly how tabs are created... and use software rendering instead of gpu rendering in Internet Options/ Advanced settings :/

Possibly you should show us a Manage add-ons page looks like ?
Go to the Gear symbol on the top right and click on Manage add-ons,
Toolbars and extensions,
On the bottom left make sure it says Show All add-ons and take a screen shot.
