Windows 7: Paypal login returns "obsolete cipher suite" error then freezes

At the moment, I am able to get to PAYPAL either directly, or from a link, as in an invoice, from I/E 11. I don't like I/E, but if this is the only way I can buy the things I need, I will use it for that, and use Chrome for the rest. Until Google gets bought and dismembered by some other company... I can still get to with no problems on my smart phone, using the "internet" icon, and not the Chrome icon. I think it's a commie plot...

Not that it really matters in your case, but I don't get any errors or have any problems getting to PayPal and logging in with Chrome.
