Help, having email issues

I am using windows 7, have windows live mail essentials 2012, also opened up Outlook account and all was working well for over a month, then the last couple days I could not send emails out of Hotmail or receive emails, keep getting 3219 error code. Tried everything and still can't fix, hopefully someone here can help.

Have you do google search on " 3219 error code "
Check some of the result.
If not clear on certain issue, with regarding registry file.

Post it here for others to assist you better.

There might be some helpful advice at this MS website. There is mention of changing your WLM from POP to IMAP as well.
