That's where the Uninstaller of WLE would be if you have it.
EDIT: and i've had this same problem i downloaded the setup form there site and re-installed it then the Uninstaller Were i mentioned above worked for me..and i was able to uninstall it. Nem;
Your post was helpful, the Installer was right where you said it would be. And after clicking on wlarp.exe, I got the option of uninstalling:

Look in there for wlarp.exe.
If not you can always download the setup from there site. Thank you so much for posting this info! I've been trying to get rid of Live Mail for months but I still have a problem. My Windows Mail program will not allow me to set it as the default program so I can't open attachments because it wants to open them with Live Mail instead of Windows Mail. Thanks for the info (nem)! Have a new Windows 7 PC and was able to unistall the Windows Live programs.
I did notice in Programs and Features these: Windows Live Signon Assistant, Windows Live Sync, & Windows Live Upload Tool.
