Very big, new, annoying Bug problem Help pleez!!

Hi all,My computer has been running perfectly. All of a sudden a couple days ago, when using IE8 I get a Developer tool kit debug screen show up. SOmetimes it says Google developer tools but not always. It flashes and prevents wme form typing in IE. I have to close the window and restart. Hitting F12 sometimes gets it to stay aways for a bit, but it comes back. I restored and it seemd better but then came back. Ran AVG/Stopzilla..not virus or malware. Only thing i have installed in the last few weeks has been CIV 5 through Steam. I have no idea how to deal with this. I have no developer tools on the install list, so I dont get how to rid myself of it, or maybe I shouldn't..maybe it needs to be fixed? if anyone has a clue please help cause I am getting aggravarted and am lost. Doesn't affect apps other than IE8TYDoc

    Welcome
Sounds like it may be malware
Update your anti virus and make a full scan
Download malwarebytes, update and make a full scan.

If you did the AV, just do the malwarebytes scan.

It hasn't happened since I posted lol..will take a screenie when it does, although it screws up the key commands so I may not be able to get the print to work. it kind of stutter-flashes unless I open say the file dropdown. Will try though!TY

In IE, go to Tools (top right) > Internet Options > Privacy Tab > check the field I marked with the arrow.
