Yes it has always worked on both machines in the house up until two weeks ago
Any new software installed 2 weeks ago? ex: new antivirus or software firewall?

You can try, but I don't know what will happen. I don't use restore points personally. Can you get to ANY other secure site other than your banking site?
just tried a car insurance company and cannot access there site
in Internet Explorer: Tools \ options \ Advanced -- scroll down to "security". Check to make sure you're SSL 2.0 and 3.0 are checked. Please also disable your windows firewall for the sake of testing.
ssl 2.0 wasnt checked i have checked it and turned the firewall off but no joy
