Try disabling Norton and disabling its addons it installs on Firefox. See if that helps any.

What happens when you click a download link?

Could it be downloading without your knowledge? Check in the General tab of Firefox settings.

Does the same problem happen with Internet Explorer?

If it is occuring in IE then its likely not the Firefox addons. Have you tried disabling Norton itself?
