any errors when trying to open it? If you're sending this file to a computer that doesn't use "works", the file is not recognized.

    which you'll need:

works to word converter - Google Search

when the receipiant couldn't open it I sent it to myself and I did get an error message (that I dont really understand) that said the file may be in use by another application, not supported by converter application, or the file may be corrupted. seems strange.

weird, but then again... it's a computer.

Can you open the original on your side then copy it into a .txt (text) file?
Or can you copy the contents out directly into the email body?

This could simply be works issue, not many works users out there anymore.

I was able to just paste the contents to the body of the email but I need to do a lot of correspondance regarding a legal matter and I want to be able to type a letter and attach it - what do you think would be the most widely used word processing program so that I don't have this issue? I figured since this is a new computer with windows 7 that the word processing program (works) would be good to go - but it sounds like that's not the case...

Yes, works is not used that much and the converters would need to be installed on the recipients machine.

Easiest way: would be to download "open office" OpenOffice.org - The Free and Open Productivity Suite
Expensive way: would be to purchase office suite through a vendor
