    Popup blocker broken

I have Win 7 Ult x64 and have recently attempted to install some HP printer software which crashed the first two tries but was successfull on the third attempt with a different software version. Now it seems that the failed install likely caused some sort of fault in IE8. Clicking links which have popups (iTunes download for example) starts an additional iexplore.exe process in task manager and the original page goes to the "thanks for downloading iTunes page" however I never get the popup warning prompt asking if I want to download the file. This happens for all sites with popups. Every click starts a new iexplore process which never closes but no popup or warning message.
I have tried all possible popup settings in the tools menu, enabled and disabled all Add-ons, even tried removing and re-installing IE8 3 times.
    Any ideas would be appreciated.
    Thanks

I have a backup but I was hoping someone had a genius idea to fix IE without having to do that and restore everything since the backup.
    Thanks

Have you given thought to another browser? FF and Chrome come to mind as good choices.
