Weird Behavior IE8

sometimes when I open ie8 the welcome screen pops up. I have gone through this set things up and you're browser is ready for use well, ok but why dose it pop backup at random point when I click ie8 it doesn't happen every time its sporadic so I've just been exiting out of it as my browser is already setup is their something in the registry I can do to stop this from happing? Any advice/help will be much appreciated.

If you have group policy, do the following.
Open the gp editor, then drill down to Computer config-Administrative Templates-Windows Components-Internet Explorer. Look in the right pane for "Prevent performance of First Run Customize settings". Enable that policy.

Thanks guess I still have much more to learn about Win7 Thank you for you're help.
is group policy a security feature in win 7? Can not remember ever using this with previous versions of windows.

GP has been around since Windows 2000, i think. Earlier it had more to do with server based environments, but at least since xp pro, GP is also very useful to manage small networks like a home or small work network. On a single, stand alone computer with multiple users, Group Policy can be put to good use. Even otherwise, it can be used to manage many changes that are implemented in the registry. IDK what version of Win7 you have but GP Editor will only be available in the Win7 Professional, Ultimate, and Enterpise editions.
