Windows 7: Why does Back Button download instead of using cache?

Why does Back Button download instead of using cache?

I've seen this on a bunch of browsers. You hit the Back Button, and it downloads the page instead of just reading it from cache!! I mean, I was just there 1 second ago! What's going to change?

What good is having cache if the Back Button is going to do that?
Makes no sense to me.

I'm pretty sure it only uses the cache when in off-line mode.
