How can I put this onto my IE8 toolbar?

What exactly do you want, and where do you want it? You may find a screenshot of IE annotated with Paint to be helpful.

I am using a google toolbar and just want a link to "tinyurl" to appear at the end of the toolbar so that when I want to use it, I would just click it and the current page url would be made into a tiny url.

Try this: Google Adds URL Shortener to Google toolbar | Maximum PC

It might do what you want, even though it's not TinyUrl.
