Desktop ICONS being overlaind with "no icon" icon

The "no icon" icon is that icon that shows while the system is booting up, smaller than other 'normal' desktop shortcut icons. It is then replaced with the 'official' icon for that shortcut..

After removing some malware that prevented access to the internet, I found that all my desktop shortcut icons are now overlaid with that "no icon" icon.
If I drag a new shortcut icon off windows explorer, as soon as I release the mouse drag - that "no icon" icon immediately over lays the original icon.
They still work, but is untidy and makes the original icon unreadable.

I created a new user, and upon logging that user on, all IT'S desktop shortcut icons are also over laid.

    What to do?

Download and Run malwarebytes the long scan. Upadate before scanning
If you used another scan, use malwarebytes

    Then try this
    Icon Cache - Rebuild
