Major issues with Windows Error Recovery

Recently I have been having trouble with Windows 7 on my computer. My computer is a Dell Studio XPS. Every time I turn it I get the Windows Error Recovery. I looke dup online and followed these steps:

Safe Mode with Command Prompt -Login-Type in cd resotre then rstui then go through the motions for system restore.

Now after I choose Safe Mode with Command Prompt all I get is a Please wait message while a circle spins next to it.

What should I do?

Btw, I have been ediitng AVCD footage on this computer and been using Premiere Elements 8. Could that be the cause of my problems?

Unsure if this makes sense.
I did put the Windows 7 install DVD but I did not exactly install it. IT gave me the option to do a recovery. Everything is normal. But I am not shutting down my computer for the next couple of days until I figure out what is going on.

Could my computer be an issue? Should I should I just reinstall Windows 7? Will that wipe out my data?

1. Start button -> Control Panel -> System -> Advanced system settings

2. Locate the Startup and Recovery section near the bottom of the window and click on the Settings button

3. In the Startup and Recovery window, locate and uncheck the check box next to Automatically restart

Then check your hard drive for errors, cmd -> chkdsk /r.
