BSOD with error code 0x000000F4

Hello, I have had a problem with my computer for some time now.
I Also want to say sry for my bad english in advance :D

Every time I try to boot my win 7 home premium normally, I get a BSOD with the error code 0x000000f4.
When i tried loding in secure mode
( its "Abgesicherter Modus" in german, I dont know if secure mode is the english word for it - SRY again :P)
I get the Bluescreen after the system tried to load the driver atipcie.sys

When I try to boot up with the last configuration that worked, sometimes windows boots up normally, but only when it wants to.

I really hope that you guys can help me out with this problem!

I thought I knew quite a bit about computers, as this definetly is not the first time I fixed errors but I really have no solution to this one.
You guys are my last resort before a complete system restore! :D

EDIT: Maybe this is important information, too.
When I was lucky again and the computer booted normally with the last configuration that worked, I always get the message, that a file called "Program.RPT" is causing Programs to not work correctly!
I can either choose to rename the file or ignore it, but when I renamed the file, on the next successful windows boot, I get the same message again and then I can see 2 files, one called Program.RPT and one called Program1.RPT...
I also uploaded the file but be careful with it, as I dont know where it is from!!
Oh, and the file is always located directly on the hard drive (C:\Program.RPT)

atipcie.sys is part of your ATI radeon drivers
I suggest updating them in safe mode

I think this error only happened after I installed the newest update for my graphic card, since asassins creed 1 didnt work before I did so.
And in the gadget manager ?(sry for bad english again...) I found out that the driver atipcie.sys is connected to a systemgadget called "AMD PCI Express (3GIO) Filter Driver", not my graphic card (which is ATI Raedon HD 5600 btw).
Are you shure that it is because of the graphic card drivers? I am kinda scared to restart my computer, since it might not work again :)
Oh, and I can only boot up in normal mode, safe mode always fails and I always get the Bluescreen.

Yes, its related to the graphic driver but if you think your problem is related to the gadget remove it.

I would, but It is a System gadget and it might be important for the computer, right? I dont wanna make things even worse than they are at the moment :D
