Win 7 64 bit slows down when internet fails

My PC slows down to a crawl when my internet connection to my service provider goes down. When this problem first accured I did not know what the cause was so I reimages my HD but it did not help at that time. The only way to get the PC back to normal if the internet is down is to disable the network card.As soon as the inernet connection is established the PC jumpes back into life again.Has any one got an idea what causes this strange behavour.

Not strange, normal. You have processes running that phone home and keep trying till they succeed. Plus there are the apps that rely on it like your browser, email, etc.

Why is your connection going down and why dont we fix that?

This is to do with the line between the the house and the exchange. The main point is if the internet goes down my PC should still function as normal and not slow down. I should not have to disable something as a work around. I also tried to rest my ADSL modem but that did not help either so I had to wait or lodge a fault report with them.
