cs5 crash now very high physical mem at start up

So doing some photoshop stuff I had a couple crashes ithink due to the gpu? But now whenever I start up fresh the system is super super slow. I can't even open up file explorer to open up a picture let alone get photoshop to open. I was able to do msconfig and deselect all the start up programs and that didn't help. After boot up if I do control alt delete it takes me about 2 minutes to get the task manager up and its showing 99 percent physical mem and performance is showing the 3 gig of mem I have? If I let it sit for a while it drops down to 25 then spikes back up to like 85 and is usually around 65-70 with me not doing anything and having nothing open... the highest memory user in processes is the host process for windows and its only using about 115,000? Cpu usage stays around 2-8 percent... I'm at a loss. If I try to do even open a picture folder it locks to where control alt delete won't even work. Like 5 minutes after I push it I get an error that's control alt delete is not working and to use the power button if I get no responce? Any help I would be greatfull for. Have to use my phone for this to sorry for any bad typing!

No one? Still trying to get this fixed... I think its an issue with windows cuz I have a dual boot with ubuntu and if I boot into that all seems to work fine minus an internet issue that's unrelated cuz I had the issue before this one... when I boot up now it seems to be fine and physical mem look normal until I try to open anything... once I open anything it jumps up to 99 and stays there...??
