Windows stuck at Welcome Screen

I've been here for 2 days, looking what happen to my computer because my computer most probably (not always) stuck on welcome screen (circle not moving). I tried to reinstall the windows using the other ssd, but the problem still there.

I also try to go to safe mode, but nothing changed.

Please help

i'd say it's your overclocking..
try truning down your overclock a bit and see if that helps.

check it for a bit and see if you have anymore trouble. if not then set your overclock up just a little and test it with
prime95. if it passes you can go up a little more and then test it again. when overclocking you should do a little at a time.
