Well that doesn't sound like verifier is disabled in any case; if that were so, you would see "No drivers are currently verified".

Did you enter the command in the command prompt, or in the Run box or Start menu? If you did either of the last 2, the command will quickly flash and disappear, like you described.

Run some hardware diagnostics.

Memtest86: RAM - Test with Memtest86+

Run the Short and Long DST tests with SeaTools.

Go ahead and upload a new jcgriff2 report as well.

Given that data, my recommendation to run SeaTools hard drive diagnostics is well grounded; be sure to do that, and confirm whether the drive is actually bad or not.
