Horrible Windows 7 Problem - Explorer.exe has stopped..

Just about every time I close a program or window this comes up:
    Explorer.exe has stopped responding.
    Then Explorer.exe restarts!

    Notes
-This is on a clean OS. The first time this happened it bothered me so much that I re-installed, well PROBLEM NOT FIXED!
-The OS is Windows 7 Enterprise from MSDN
-No viruses. Its a fresh OS and ive already done a full scan with Norton and Hitman.

    Thanks for the help!

If Lordbob's excellent suggestion does not help, uninstall all antivirus apps.

What was the result of the scan? Did you run cmd as admin?

I cant open control panel. It just says
    Explorer.exe has stopped responding
it does this on my copy of Windows 7 from MSDN and after I do a factory restore built into this pc.
