also, something that happens is that I'll delete a file and it'll disappear for about 5 seconds, come back for about 2 minutes and disappear again for good. if I try to access the file during the reappear time it gives me an access denied error, what is up with that?

This is a clear sign of Malware activity, run a scan of Malwarebytes

I have the Newest Norton Internet Security, it shouldn't be malware, and it is only .exe files that were made by a compiler of some sort, it also gives me access denied if I try to overwrite them even if deleted or not.

Remove Daemon Tools/Alcohol 120%. They use a file sptd.sys, which is notorious of causing BSOD in Windows 7. Use this SPTD uninstaller when it is removed: http://www.duplexsecure.com/downloads
Select Uninstall; Do not select reinstall.

Update your BCM Modem Driver as Yowan requested. If you do not use Modem, rename the driver and the system will not load the Modem (see note below regarding on renaming it)
    Code:
    9c1fe000 9c30b300 BCMSM BCMSM.sys Sat Apr 05 09:38:39 2003 (3E8DED4F)
Update Speedfan (the latest version does not use the 1996 giveio.sys)
    Code:
    8a3f9000 8a3f9680 giveio giveio.sys Thu Apr 04 15:33:25 1996 (316334F5)
    8a38a000 8a38b480 speedfan speedfan.sys Mon Sep 25 02:28:47 2006 (4516880F)
       Note
Create a system restore point using System Restore. Open Windows Explorer and Navigate to C:\Windows\System32\Drivers and rename this driver from .sys to .bak. Reboot and the driver will not load.

    IRQL_NOT_LESS_OR_EQUAL (a)
An attempt was made to access a pageable (or completely invalid) address at an
interrupt request level (IRQL) that is too high. This is usually
caused by drivers using improper addresses.
If a kernel debugger is available get the stack backtrace.
    Arguments:
    Arg1: ffffffe8, memory referenced
    Arg2: 00000002, IRQL
    Arg3: 00000001, bitfield :
        bit 0 : value 0 = read operation, 1 = write operation
bit 3 : value 0 = not an execute operation, 1 = execute operation (only on chips which support this level of status)
Arg4: 83064288, address which referenced memory
