This seems to be either VGA
driver issue or corrupt onboard (but I don't think so)
Go to the site, get the latest divers, uninstall old
drivers reboot and install new ones.
HERE IS THE BEST BET.
(If you don't understand what you are doing, don't do it).
If you want to really do a clean install of vid drivers, Download
Gpuclean put the command in the root of the C drive. Uninstall old drivers reboot in safe mode, run gpuclean as instructed on web site
Before you reboot, go to the device manager and uninstall vga by right clic/properties/uninstall driver. Reboot, install lates AMD drivers

You can also test the drivers (big issues often are either drivers or mem)
Driver Verifier (How to)
OK, this is something that is very hard to find. If you try to shoot in the dark all the time, you will get aggravated and you still won't find the issue.
For the hardware, unplug all cd, dvd drives, all other hardware except the main hard drive
For the ram, if you can make the machine work with one stick at a time, try that, or better yet, swap the ram if you have some spare.
Go in run window type Msconfig.
In the first tab Choose select startup
In the services tab, choose hide Microsoft services and un check all the other ones.
In the fourth tab Startup, programs un check all boxes except anything that mentions MS.
Reboot play with the sys for a while.
If nothing, go back to Msconfig, and add a program with it's service one
at a time rebooting and testing.
This will tell you if you have software issues.
