Windows freezes on "Starting Windows"

I built a desktop computer in July of 2010 and installed Windows 7 Ultimate x32. Things were working fine until about two weeks ago when it started having issues so I performed a cold boot. When it booted back up it told me that hardware couldn't be found. I shut it down again and then when it rebooted after it showed the start up screen that tells what the motherboard is, the screen went black. All google searches said graphics card issue. It at first would not give me the option to startup repair. When it finally did and I selected it, it goes through the windows is loading files and sits on Starting Windows. If I choose Start Windows Normally it does the same thing. I have the Windows installation disc but in order to boot from the disc I had to get a PS/2 keyboard as it does not recgonize USB keyboards, wireless or wired. Only once has it given me the Windows options to start up repair, re-install windows, etc.

A few days ago it randomly booted up to Windows and let me save all the files on it so at this point I don't care if I wipe the harddrive or not. One of my friends' uncle works on computers and he thinks there are start up files missing. He reccomended that I re-install windows and see if that works. However, I can not get my computer to pull back up the Windows options in order to re-install windows. Pressing F8 only gives me two options - boot from CD/DVD drive or boot from SATA harddrive. Any advice on how to proceed would be appreciated. I realize there are other threads similar to this but none of them seemed to answer my issue. I would prefer to get this fixed soon as my current laptop is not a reliable computer.

If the hardware was working fine for a period and suddenly isnt chances are its software. A clean install would fix that. You boot from the DVD not from within windows to do a clean install

I tried booting from the installation CD and it only gives me Startup Repair (reccomended) or Start Windows Normally. If I choose Startup Repair then it says Windows Is Loading Files and once both tickers are full it sits on Starting Windows. Most of the time the logo won't even show up. If I choose Start Windows Normally then it just sits on Starting Windows.

How do I do a clean install if it won't let me get past this point and won't give me options to re-install windows when the CD is inserted?
