Done with the chkdsk /r after completion got a message saying the volume C has no errors. This is confusing or did this command put the faulty blocks into "quarentine" so they will never be used again?

Not sure. Try running SeaTools again and if you continue to get errors then you'll probably will need to replace the HDD
