Run SFC /SCANNOW Command and report back results.

Check the logs, establish a Clean Boot, and use the other System Resources in Troubleshooting Steps for Windows 7

I had the same problem and i found out it was being caused by the Norton Zone application. Once I uninstalled it, the problem stopped. It may be one of the many causes though.

Norton is bloated crapware which causes nothing but problems seen here for five years.

Work through the Troubleshooting Steps for Windows 7 which will sort out this and anything else.

I wouldn't be so hard on Norton. Not perfect, but then, no one is. I've tried them all, and in spite of a few "glitches" as Obama call them, Symantec, in its pursue to be innovative, it still the best software company in its class with great support to boot.

For more than 6 months I had the problem of explorer not responding when I was trying to open a folder or when I was right clicking on a file or folder. I had dropbox installed on my PC. I solved the problem by first opening the dropbox before starting to use the windows explorer. See also: (Solved) How to fix Windows Explorer has stopped working error.
