    Cannot access file

Windows cannot access the specified device path or file. You may not have the appropriate permissions to access the item? I have read it may be from my Anti virus. I have MSE. But i know for sure i have administrative properties and have checked. I also have read it may be environmental variables? Any ideas?

    What file in what folder?

You cannot acess files directly in "Documents and Settings" that is a junction that points to your REAL documents folder under your user account folder under "Users". The "Documents and Settings" folder itself really doesn't exist and is for compatibility with old programs only.

There are some other similar locations. If you give us the path to the file we can be more precise in helping you out :)

A plain ol installed file in c:\Program Files or something?

Or is this an EXE that you downloaded directly from the net?

    What is it's location?
