BSOD "IRQL Not less or equal"

I've been having many BSOD's
they just come up randomly with a "IRQL Not Less or Equal"
this pc is relatively new (not even 1 year old) and the OS was reinstalled 4 days ago but i keep getting the bsod's.
I have the original windows 7 x64.
I attached the required zip file.

It's pointing to memory corruption as the source of the cause.
The most obvious (though not most common) cause of this is memory that has actually gone bad, it's easy enough to test it just takes some time (best to run it overnight for 5 to 7 passes) In this instance since the problem persist after a clean install it's possible this is the case.
RAM - Test with Memtest86+
Any number of errors from that test would indicate the physical memory needs to be replaced.
Or even that the motherboard memory controller itself has possibly gone bad.

Code:
IRQL_NOT_LESS_OR_EQUAL (a)
An attempt was made to access a pageable (or completely invalid) address at an
interrupt request level (IRQL) that is too high. This is usually
caused by drivers using improper addresses.
If a kernel debugger is available get the stack backtrace.
Arguments:
Arg1: fffffa8c00790f0a, memory referenced
Arg2: 0000000000000002, IRQL
Arg3: 0000000000000000, bitfield :
    bit 0 : value 0 = read operation, 1 = write operation
bit 3 : value 0 = not an execute operation, 1 = execute operation (only on chips which support this level of status)
Arg4: fffff80002ca76fb, address which referenced memory

I've never heard of a crash while memtest was running dedicated.
It runs at machine code level independent of a operating system.
If memtest crashes you very likely have a hardware failure.

Not really that is certainly enough to indicate a bad memory chip though.
If you have more than one memory chip in there you may want to try testing them individually to find the guy causing the problems then you will only have to replace the one stick.

no
i only have one stick
so buying another ram stick will fix the problem?

There is no way to be 100% sure without being there.
The error is definitely hardware based (memtest rules out a windows problem)
The problem is associated with memory read/writes.
There is a small chance there is a problem with the motherboard, but that is unlikely, and ram is relatively cheap these days.
If you want to go one step further to rule out a motherboard problem, simply moving the one stick of ram into another slot and retesting will assist somewhat, if you get basically the same errors you can at least rule out it being a bad slot on the motherboard.
