Constany lock ups, BSOD, wont boot u name it

Computer locks up when it feels like it; usually within minutes; on MS Outlook, IE, Chrone, Mozilla, Outlook, shutting down, right clicking recycle bin... u name it. "not responding". Maybe it will eventually start working, but huge delays...... took to computer repair s hop $170 later, after virus check and "Windows corrupted files" they said it was fixed; two minutes after trying at home it did the same. Took it back.... two weeks later "we cant find any problems". But it still did it; took in monitor, they reloaded windows 7 and MS Office.... nothing.... "no problem" except it doesnt work. in the interim.... original memory replaced; 6gb to 12 (gift), three keyboards and mice tried; didnt install my printer, anything but mouse and keyboard and monitor; i am hooked up to AT&T DSL, was running wireless adapter..... disconnected Utopia wireless and went to ethernet cable.... no change. Locks within minutes,usually when reading email or on net, but has done it randomly when, for example, trying to open task manager...... i can get BSOD, or the screen goes opaque over whatever is showing. of course have the constant busy signal..... did in safe mode w/o networking. Others use my wireless connection no problem. So, i finally took out MOBO bios battery, then did a (second) "clean" windows 7 home install..... nothing. same thing. This "computer repair"place said it must have been a power surge.... yet they couldnt duplicate it at their shop??? I ran Crystaldisk info for HD, always use virus software... Malaware, etc etc. Per this shop they ran CPU HDD yadda yadda tests diagnostics on HDD< MOBO and CPU to no avail; i asked about the DSL,they said no way. I'm about ready to just buy a new MOBO, then new I7 920 or 950 and see what happens. The latest is a mini screen saying "Windows not responding" great. HELP Excuse not posting as per instructions but cmjputer not exactly cooperative and i have no more patience.
