Can't get past start-up screen in any mode

I have a Dell Inspiron laptop, and yesterday after running slow it finally froze up. I waited 20 minutes for something to happen, and nothing. I couldn't even start task manager. So I turned it off and turned it back on. It does the windows starting up screen then goes to the black screen that gives me the option of starting windows normally or doing a start-up repair. I tried starting normally, and it just cycled back to that screen. I tried the start-up repair, and it immediately came back to that screen. I tried to boot it in every mode possible: Safe mode, Safe mode with command prompt, last known good configuration, etc, and nothing. It just goes back to the windows starting up screen and then back to the orginial black screen. A blue screen does pop up right before the black screen, but it flashes to fast to see what it says. I put the windows 7 disc in and tried to run a system repair, and it ran for literally 6 hours. When I tried to cancel, it wouldn't. Is there anything else I can do?

Tried the tutorial, got stuck in command prompt. Tried C:\>DIR, just came up and said recovery. D:\> didn't work at all, and E:\> said win home premium but didn't work either. I ran a diagnostic test and got an error message 2000-0146. Bad news, is there any way to get my files off the hard drive?
