System recovery options screen stals, cant select options

Was trying to repair a boot mngr error but as the title explains, I cant select any options in system revovery. It just shows spinning blue working icon. Harddrive working light flashes for a moment then stops, never to flash again.
I've tried this with two different recovery disk, one being a W7 installation disk.

Check the hard drive with the manufacturer's diagnostic tools.

Do you think its possible to run the software from a SD card? Just a thought. If so, that would be great.

Got the software to check hdd but it needs no be run from a dos environment. Cant get into startup to do this. Googled to see if there is a way to run a dos environment outside of windows7. Saw a few downloads but cant seem to get laptop to recognize it on sd card. I do have bios set to read sd card first but all I get is a blinking line. Sd card is showing in bios. Any suggestions?

Its a western digital scorpio blue wd3200bevt. I burned a diag disk i got from wd website but all i get is a blinking line when i boot with cd first. Think because i used windows disk burner instead of an iso burner or nero so i'll have to wait til i'm home again to burn another. Is there a zipped version i could dwnld on phone and put on an sd card? Phone cant open iso file.

Btw this is the error i was getting before all this
    File: \Boot\BCD
    status: 0xc000000f
Info: An error occured while attempting to read the boot conf data.

You could try Hiren Boot CD V14. It has many diagnostic options including WD and Seagate.
