    PC Continuously Restarts


    Hello,

    I have a Dell Inspiron 570 that restarts continuously on boot without any warning or error messages.

    I have attempted to run Startup Repair from a disc with no luck. It says that Windows could not start, but it can't fix the problem. It gives me the error: StartupRepairOffline. I then decided to run System Restore from the recovery disc, and it failed for an unknown reason. I then tried to boot in Safe Mode (all three of them), with no luck either.

    In any case in which it tries to boot from the HDD, it runs through the BIOS, Windows Error Recovery menu, and the "Starting Windows" boot logo (or the list of drivers for Safe Mode). At that point, the machine performs what looks like a hard reboot, in which it cuts off its own power and then restores it. The hard disk shuts off, along with the display output and power button.

    One key item that may very well be part of the problem is that it started this behavior after a power outage. I have it connected to a surge protector, so hopefully it didn't surge.

    Anyway, I thank you all for reading this and I greatly appreciate any responses.

    My Aunt's Dell Inspiron 570 has the exact same symptoms, which oddly started yesterday (June 22nd).

    However, I've been trying to rid her computer of some serious malware & viruses the past 2 days and suspected they had made their way into and infected the recovery partition. I don't know if that is possible, but I just came across a couple of other posts that suggested it is.

    The last things that I did on her semiworking/infected computer was a virus scan and windows updates (about 84 of them i recall).

    System restore failed/fails. Safe mode (all 3 options) fails. Startup Repair Fails. System "restore" using Dells DataSafe factory default recovery/reset completes but then exhibits the same symptoms as before: loads windows splash screen then restarts automatically.

    I don't know what to do next.
