Windows 7: Windows Explorer stop working when creating new folder

i recently changed my Windows 7 theme using these apps; ux theme patcher & windows 7 start orb changer. after done customizing, a problem occur, windows explorer stop working everytime i try to create new folder in library (e.g. Libraries\Videos\). but it's fine if i create the new folder in the sub folders. it's fine too when i open the 'Videos' folder using this directory [C:\Users\rahm\Videos] instead of [Libraries\Videos]. i've restore my windows once but nothing's change. can anybody help me with this?

have you tried going back to default theme settings?
Is it possible that you also changed things in your UAC?
Can you tell what exactly was done to try to restore windows?
