Windows 7 installer could not be accessed

I was having a problem earlier with tons of BSOD's, but after getting some help here I was able to solve the problem. But lo and behold I try to install something and get this new problem. I tried going into cmd and unregistering windows installer and then re-registering it but that didnt work. Someone suggesting going into regedit and going to HKEY_LOCAL_MACHINE\SYSTEM\CURRENT CONTROL SET\SERVICES\MSIserver\WOW64 then right click on WOW64, then select Modify Set Value Data to 0 (mine was set at 1) and Base should be Hexadecimal. However, I can't even do this because when I go to MSIserver there is no WOW64 folder so I don't even know what to change.

System restore doesn't work earlier. I really want to avoid a complete reinstall. I was able to avoid it with my BSODs but now with this new issue I cannot install anything on my computer. Any suggestions?

Changing WOW64-Entry to 0 (was set to 1 before) was the solution.

Before I got the message everytime I wanted to install a programm with the windows installer. Unregistering and re-registering with msiexec.exe /unregister and msiexec /regserver didn't work. The windows installer service was started. This simple change from 1 to 0 was the reason...
