Do you try three to four times?

Boot up using the Startup disk CD or Windows 7 DVD. (not the OEM manufacturer's Recovery Disk) If you have a Netbook, you will need a CD/DVD drive.
Make sure no USB drives are plugged in.

    Do a Strartup Repair:
    Startup Repair
Note: You may need to do startup repair 3 to 4 times.
Startup Repair - Run 3 Separate Times

If you have not made your Startup Repair
    System Repair Disc - Create
Do you have a mate with Windows 7 & CD/DVD RW Drive, how could burn one off.

Startup Repair won't find a system installed if your hard drive controller driver isn't included in the Windows disk.
If that's the case you have to manually load it. We'll need the exact make and model of your laptop if you want us to try and find it.

If you're reinstalling Windows - what are you using to reinstall it?
If the disk is full, you'll have to save your data to another device (flash drive/CD/DVD/removable hard drive) and then wipe the hard drive clean before installing Vista. We'll need to know the make and model of your laptop for this one also.

Here's the link for the driver for your SATA controller: Drivers and Downloads
Extract it (don't install it) to a CD/flash drive. To do this, double click on the download and let it extract. When it starts to install, cancel out of the installation - then copy the C:\Dell\R180982 directory to a CD/flash drive. Then use it when you get to the screen that says "load drivers"

If Startup Repair is able to fix things, then you'll be just fine after that.
If not, then there's several different things to try.
Next is a repair install - but you'll have to be able to run Windows in order to do that.

If you can't get into Windows, then you're going to have to reinstall - but first you'll have to:
    - backup your data
    - test the hard drive to make sure it's still good.

Post back with the results of Startup Repair and we'll move on from there.

Since it's a Dell, there will be an Operating System restore disk that you'll use first.
Then you'll have to install drivers from the Dell website (don't use the CD as it's horribly outdated by now).
    As for your programs
